Rep. Becerra Delivers Labor Day Weekend National Hispanic Radio Address
WASHINGTON, D.C. – Representative Xavier Becerra (CA-31), who just returned from visiting the Gulf region this week to commemorate the one-year anniversary of Hurricane Katrina, delivered the national Hispanic radio address today, where he discussed the importance of honoring the hurricane's survivors during this Labor Day weekend.
Below is the translated text of Rep. Becerra's address:
"Good morning. This is Congressman Xavier Becerra from Los Angeles, California.
"Every year, the Labor Day holiday gives us the chance to remember and honor the women and men who stand up every day and build our great nation. This year, we also spend the weekend commemorating the one year anniversary of Hurricane Katrina.
"With Hurricane Katrina came much devastation. But with it also came a great understanding of the American spirit. At the beginning of this disaster, there was proof of the determination of the Gulf Coast residents. They immediately went to work saving lives, salvaging what they could, and rebuilding their neighbors' homes with their own two hands. Across the country we witnessed an outpouring of generosity and kindness as Americans reached out to our fellow citizens in a time of need. Indeed, this effort by all Americans gave us an even greater understanding of why it is so critical we spend this Monday, Labor Day, honoring our working men and women.
"Unfortunately, one year after the storm, many residents still remain displaced. I was just in the region with a delegation of my Democratic colleagues in Congress. What I found was living proof that this natural disaster was compounded by a man-made disaster: the reaction of the federal government. Now we know without a doubt that the reaction of the Bush Administration and FEMA were torturously slow and incompetent.
"Imagine, one year after Hurricane Katrina, of the 130 schools in the New Orleans public school system, only about 56 will open for this coming school year. Also, more than 10,000 mobile homes are sitting unused at an airport 500 miles from New Orleans while over 7,500 families are still waiting for FEMA to deliver them the mobile home they were promised. If that weren't enough, of the $10 billion in Small Business Administration loans that Congress appropriated only $2 billion has found its way into the hands of small business owners who suffered losses.
"This is incredible and unbearable! The survivors deserve better.
"Gulf Coast residents have gone above and beyond to rebuild their community. It is time the federal government stepped up and truly took the lead during national disasters and periods of recovery.
"The Bush Administration and the Rubber-Stamp Republican Congress have failed to adequately prepare our nation for large-scale disasters. Our priorities are misplaced, with our focus and our money in Iraq. The occupation of Iraq is costing us the lives of our sons and daughters in uniform. They are hampering our ability to fight the global war on terror, to fight Al-Qaeda, to deal with threats in Iran and North Korea, and to take care of Americans, young and old, here at home.
"Katrina, Iraq, high gas prices, the dehumanization of immigrants …
"It feels like our government is taking us in the wrong direction with no end in sight. Fortunately, I saw energy and determination in the faces of the people of New Orleans this week – the same spirit I see in the eyes of immigrants in our country. We will rebuild! We will change the direction of this country and head in a new direction!
"This Labor Day, we remember that by working together we can rebuild after any disaster, whether made by the hand of nature or man. Are you ready? Let us get to work!

"Buenos días. Soy el Congresista Xavier Becerra de Los Ángeles, California.
"Cada año, el festivo del Día del Trabajador nos da la oportunidad de honrar a las mujeres y los hombres que se levantan cada día para contribuir a nuestra gran nación. Este año, también es justo usar la ocasión para conmemorar el primer aniversario del Huracán Katrina.
"Katrina trajo mucha devastación. Pero también nos dio un profundo entendimiento del espíritu americano. Con la entrada del desastre, se vio este gran espíritu de determinación en los residentes de la Costa del Golfo: ellos se pusieron inmediatamente a trabajar, salvando personas y lo que se podía, reconstruyendo las casas de sus vecinos con sus propias manos. Y por todo el país fuimos testigos de una lluvia de bondad con americanos ayudando a sus compatriotas en su hora de necesidad. Efectivamente, este esfuerzo por parte de nuestro pueblo nos ha dado aun más razón de pasar el lunes— el Día del Trabajador—, honrando a nuestros trabajadores.
"Desgraciadamente, un año después del Huracán Katrina, muchos residentes todavía están desplazados. Acabo de estar en la región con mis colegas demócratas de la Cámara de Representantes. Lo que encontré fue una prueba actual que este desastre natural fue agravado por un desastre humano: la respuesta de parte del gobierno federal. Ahora sabemos sin duda que la reacción de la Administración del Presidente Bush y su agencia de emergencia, FEMA, fue tortuosamente lenta e incompetente.
"Imagínese, ya un año después del huracán, de las 130 escuelas públicas de la ciudad de Nuevo Orleáns, solo 56 abrirán para el año escolar que viene. Unas 10,000 caravanas nuevas se encuentran aparcadas en un aeropuerto unas 500 millas de Nuevo Orleáns, mientras que cientos de miles siguen desplazados y buscan vivienda permanente. Y para el colmo, de los 10 mil millones de dólares de préstamos aprobados el año pasada por el Congreso para los empresarios de pequeños negocios que sufrieron pérdidas, solo $2 mil millones han sido recibidos.
"¡Increíble e insoportable! Nuestros hermanos damnificados merecen mucho mejor.
"Los residentes de la Costa del Golfo han actuado por encima de lo requerido para reconstruir a sus comunidades. Ya es tiempo que el Gobierno federal complementa estos esfuerzos y cumple con su deber de liderar tanto durante desastres nacionales como en épocas de recuperación.
"La Administración de Bush y el Congreso republicano conformista han fracasado en la hora de adecuadamente preparar a nuestra nación. Nos han dejado vulnerables a desastres de gran escala. Nuestras prioridades están mal enfocadas, en tanto Irak como en los recursos económicos que se destinan allí. La ocupación de Irak está costando las vidas de nuestros hijos en uniforme. Daña a nuestra habilidad de luchar contra el terrorismo mundial, principalmente contra Al-Qaeda, y de manejar bien las amenazas en Irán y Corea del Norte. Y daña nuestra habilidad de cuidar a los jóvenes y ancianos aquí en nuestro país.
"Katrina, Irak, el alto precio de la gasolina, la deshumanización del inmigrante. Parece que nuestro Gobierno nos ha abandonado en un camino sin futuro. Afortunadamente, yo vi el ánimo y la determinación en las caras de la gente de Nuevo Orleáns – ese mismo espíritu trabajador que siempre veo en los ojos de los inmigrantes de este país. ¡Si vamos a reconstruir! ¡Vamos a avanzar! ¡Vamos a cambiar la dirección de este país y encontrar un camino justo!
"Este próximo Día del Trabajador, recordemos que trabajando juntos podemos reconstruir después de cualquier desastre – hecho por mano natural o humana. ¿Así que están listos? ¡Entonces, a trabajar!
